Monlevade e outros quatro municípios tiveram notas acima de 0,8 e também foram considerados de excelência
Nesta semana, a Federação das Indústrias do Estado do Rio de Janeiro (Firjan) divulgou o Índice Firjan de Gestão Fiscal (IFGF) relativo a 2022. O indicador avaliou o desempenho fiscal de todas as prefeituras brasileiras nos quesitos autonomia, gastos com pessoal, investimentos e liquidez. Das 17 cidades da região, apenas Rio Piracicaba alcançou a nota máxima.
Além de Rio Piracicaba, em Minas Gerais, somente outras cinco cidades alcançaram o padrão 1,0000 na média geral e em todas as categorias, sendo destaques nacionais: Bonfinópolis de Minas, Brumadinho, Indianópolis, Lagoa Santa e Monte Alegre de Minas. Chama a atenção é que, em 2015, o município vizinho teve nota 0,3151, considerada crítica, mas melhorou ano após ano até chegar ao indicador perfeito.
Conforme a Firjan, o critério de autonomia avaliou a capacidade do município de sustentar sua estrutura administrativa e legislativa, enquanto os gastos com pessoal mostram o quanto o município gastou com sua folha de pagamento em relação ao total da Receita Corrente Líquida. O critério de investimentos baseou-se na parcela da Receita Total destinada para isso, enquanto a liquidez verificou a relação entre o total de restos a pagar acumulados no ano e os recursos em caixa disponíveis para cobri-los no ano seguinte.
Região bem colocada
Segundo a avaliação feita pela Firjan, nenhum dos 17 municípios do Médio Piracicaba teve avaliação média considerada crítica (notas menores que 0,4 ponto) ou em dificuldade (entre 0,4 e 0,6), embora muitas tenham alguma categoria nesta situação. Na média geral, dez municípios foram considerados de boa gestão (nota entre 0,6 e 0,8) e outros seis de excelência (acima de 0,8 ponto).
São Gonçalo do Rio Abaixo foi a única das 17 cidades da região a não ter dados disponíveis. A Prefeitura informou que os dados serão atualizados em breve. Conforme a Firjan, 328 Prefeituras em todo o país não submeteram as informações até o dia 11 de julho.
As notas
João Monlevade recebeu a nota 0,8819, chegando ao máximo nos quesitos autonomia e gastos com pessoal. A liquidez ganhou nota 0,9216, e os investimentos foram graduados em 0,6059. Já Itabira teve índice 0,8710, chegando à nota perfeita em autonomia, gastos com pessoal e liquidez, mas sendo graduada em apenas 0,4840 em investimentos.
Santa Bárbara teve média 0,9295, chegando ao máximo nos quesitos autonomia, gastos com pessoal e liquidez, e com nota 0,7180 em investimentos. Já Barão de Cocais conquistou média 0,8545, com notas 0,6569 em investimentos, 0,7609 em liquidez e máximas em autonomia e gastos com pessoal.
Nova Era chegou a alcançar o índice perfeito em liquidez, mas ficou com 0,4398 em investimentos, 0,7000 em autonomia e 0,8878 em gastos com pessoal, ficando com a média 0,7569. Por outro lado, São Domingos do Prata teve nota máxima em investimentos, mas ficou com 0,8398 em liquidez, 0,4266 em autonomia e críticos 0,3548 em gastos com pessoal, e o seu índice foi de 0,6553. Alvinópolis ficou com média 0,7574, chegando ao indicador mais alto em gastos com pessoal, aos 0,9550 em liquidez, a 0,6988 em investimentos e a críticos 0,3758 em autonomia.
Contradições
Santa Maria de Itabira é um paradoxo: bateu a nota 1,0000 em investimentos, 0,9408 em liquidez e 0,8431 em gastos com pessoal, mas simplesmente não pontuou em autonomia e ficou com média 0,6960. Outro exemplo de contra-senso é Bela Vista de Minas, que conquistou a nota máxima em gastos com pessoal, investimentos e liquidez, mas com críticos 0,0262 em autonomia, ficando com média 0,7565.
Dionísio alcançou o índice 0,7448, com nota máxima em investimentos, 0,9499 em liquidez e 0,8544 em gastos com pessoal, mas apenas 0,1748 em autonomia. Já Catas Altas ficou com média 0,8668, com nota 0,4750 em investimentos e notas máximas nos demais quesitos. Por sua vez, Bom Jesus do Amparo ficou com média 0,7476, com notas 0,4915 em autonomia, 0,4990 em investimentos e máxima em gastos com pessoal e liquidez.
São José do Goiabal é outra contradição, pois ficou com nota 0,7223 em liquidez e as graduações mais altas em gastos com pessoal e investimentos. Mas como não pontuou no quesito autonomia, acabou ficando com o índice 0,6808. Dom Silvério teve pontuação 1,0000 em gastos com pessoal e liquidez, mas teve notas 0,6311 em investimentos e 0,1986 em autonomia, ficando com média 0,7074. Menor município do Médio Piracicaba, Sem-Peixe não pontuou em autonomia, alcançando as notas máximas nos demais critérios e ficando com índice 0,7500.
